Power Transfer: Congress-NC Joint Step, Announcement to Move No Confidence Motion Against Current Council

Kargil, 14 May/ VOL News Desk/ A joint press conference was held today between National Conference (NC) and Indian National Congress on the issue of power transfer. In it, both parties announced their next plan of action for power transfer in the Hill Council while keeping their alliance intact.

Addressing the press conference, Congress senior leader Haji Asgar Ali Karbalai said that before the council elections, NC and Congress had signed a formal Memorandum of Understanding (MoU), under which the five-year term was divided into two periods of 2.5 years each. As per the agreement, for the first 2.5 years, the Chief Executive Councillor (CEC) and two Executive Councillors were given to NC while two Executive Councillors were given to Congress.

He said that this first term was completed on 18 April 2026, after which power was to be transferred to Congress as per the agreement. A formal letter was also submitted from Congress side in this regard, however, the concerned CEC has not yet resigned, due to which delay has occurred in the power transfer.

Leaders said that senior leadership and district-level functionaries of both parties had repeatedly appealed for smooth power transfer, but with no progress, it has now been decided to take the next step jointly.
They announced that Congress and NC councillors will move a No Confidence Motion against the current Chairman and the Council. Signatures of 11 Congress councillors and 5 NC councillors are present on this motion. After the press conference, 16 councillors under the leadership of Nasir Hussain Munshi will formally submit this resolution to the Deputy Commissioner so that power transfer can be made possible through constitutional procedure.

It was also clarified in the press conference that the NC and Congress alliance remains intact and this alliance will be further strengthened in the larger interest of the next council, parliamentary elections and the Kargil-Ladakh region. Leaders assured the people that there is no need for any unrest due to this political development and all actions are being taken within democratic and constitutional limits.

Member of Parliament and NC District President Haji Mohammad Hanifa Jan said that the National Conference and Congress alliance remains intact and power transfer is inevitable as per the agreement.

He said that as per the 2023 MoU, power was to be transferred to Congress after completion of the 2.5-year term, however the process was stalled due to delay in Dr. Jafar Akhund’s resignation.He announced that councillors of both parties have jointly decided to move the No Confidence Motion, which will be presented to the Deputy Commissioner under the leadership of Nasir Hussain Munshi so that power transfer is ensured through constitutional means.
