Power Transition in Kargil Hill Council Will Take Place as per Agreement: Haji Asgar Ali Karbalai

Working President of Ladakh Territorial Congress, Haji Asgar Ali Karbalai, has said that the coalition government between the Congress and National Conference (NC) in the Ladakh Autonomous Hill Development Council (LAHDC) Kargil is functioning effectively in accordance with the mutual agreement between the two parties.
He clarified that as per the agreed formula, power will be transferred from the National Conference to the Congress after two and a half years.
“There is a written understanding between the Congress and National Conference which is being implemented smoothly. The agreement stipulates a two-and-a-half-year turnover period, and when the time comes, the power transition will certainly take place as per the understanding,” Karbalai said.
He added that both parties are working together for public welfare, safeguarding secular values, and ensuring the holistic development of the region.

Responding to media queries, Karbalai expressed deep concern over the recent tragic incidents in Ladakh and said that the Kargil Democratic Alliance (KDA) and the Apex Body have submitted four key demands to the Ministry of Home Affairs (MHA) regarding the unfortunate incident of September 24.
“We have demanded the formation of a Judicial Inquiry Commission headed by a sitting Supreme Court judge to ensure an impartial and transparent investigation into the incident,” he said.
Karbalai stated that such tragic events are unprecedented in the history of Ladakh, where unarmed civilians were fired upon, resulting in the martyrdom of four innocent persons and injuries to dozens. He further said that more than 70 individuals have been detained, while noted environmentalist and educationist Sonam Wangchuk has been taken into custody on baseless charges and transferred to Jodhpur, which he termed deeply unfortunate and concerning.
“Until judicial investigations begin, the detained civilians are released, and adequate compensation is provided to the families of the deceased and injured, dialogue with the Centre cannot resume,” Karbalai asserted.
He informed that the Ministry of Home Affairs has given verbal assurance that the demands will be addressed soon. Karbalai said that once the judicial inquiry headed by a Supreme Court judge is initiated, the leadership of Ladakh will consider the next phase of dialogue with the Central government.
