Educators Raise Concerns Over Teacher Transfer Policy in Kargil, Seek Revisions
The Educators Association of Kargil held a press conference to highlight concerns over the recently introduced teacher transfer policy, pointing out several gaps and demanding revisions.
The Educator Association acknowledged the efforts of the Deputy Commissioner and the Hill Council for formulating a transfer policy for the first time in Kargil’s history. However, representatives alleged that key stakeholders—particularly the association itself—were not consulted during the drafting process.
Speakers at the press conference outlined multiple issues in the policy. These include inadequate weightage given to distance, the proposed linkage of teacher performance with transfers, and the inclusion of negative points based on student enrolment.
They also flagged the lack of additional incentives and points for teachers serving in remote and difficult areas, calling it a significant oversight.
The association expressed concern that the policy was neither made public before implementation nor discussed with stakeholders, leading to what they described as multiple shortcomings.
Among the key demands, the educators called for extending the transfer tenure from one year to at least two years. They also urged authorities to grant additional points and incentives to teachers posted in far-flung regions.
Another concern raised was the absence of signatures from relevant authorities on the policy document, which, they argued, raises questions about its procedural validity.
The speakers further claimed that around 100 teachers have been retained in the same schools under the current policy, raising concerns about transparency and fairness.
They stressed that no arbitrary changes should be made going forward, as this could undermine trust and the credibility of the policy.
