Ladakh Expedites Land Digitisation Efforts

Leh, May 26, 2025 – Chief Secretary Dr. Pawan Kotwal, in his capacity as CEO of the Ladakh Land Records Management Agency (LLARMA), chaired the 13th Governing Body Meeting to assess the progress of the Digital India Land Records Modernization (DILRM) Project in Ladakh. The virtual meeting addressed crucial aspects of the land digitisation initiative, including the revision of vendor rates as per General Financial Rules (GFR), the current status of the DILRM Project, the necessity of digital signatures for Patwaris, and strategies for managing vendor performance.


During the session, Dr. Kotwal directed the IT Department and the National Informatics Centre (NIC), Ladakh, to prioritize the creation of digital signatures for officials within the Revenue Department. He further instructed the Assistant Commissioner Revenue (ACR) to promptly furnish the required information to facilitate the e-signature process. Additionally, the Chief Secretary tasked the Finance Department with revising vendor compensation in accordance with GFR guidelines and establishing a clear escalation protocol to ensure vendor accountability and adherence to project timelines.


Emphasizing the significance of completing the project efficiently, Dr. Kotwal urged vendors to adhere to the agreed-upon milestones. He also instructed the ACR to develop a comprehensive schedule to streamline and accelerate the digitisation of land records throughout the Union Territory. The discussions underscored the administration’s commitment to modernizing land records management in Ladakh through digital means.

The meeting witnessed the participation of key officials including the Principal Secretary, Housing & Urban Development Department; Commissioner/Secretary, Planning Development & Monitoring Department; and Deputy Commissioner, Kargil, alongside representatives from NIC Ladakh, the Revenue Department, and project vendors Monarch Consol-Geotech and Ramtech Software Solutions Pvt. Ltd. The collective effort aims to bring greater efficiency and transparency to land record management in the region.
