CEC Kargil Advocates Uniform Policy for Samagra Teachers, Addresses Arabic in Schools
Kargil, February 25, 2025: The Chairman and Chief Executive Councillor (CEC) of the Ladakh Autonomous Hill Development Council (LAHDC) Kargil, Dr. Mohammed Jaffar Akhone, emphasized the need for a uniform policy regarding Samagra teachers engaged on an academic arrangement basis across the Union Territory (UT) of Ladakh.
Speaking on the issue, Dr. Akhone stated, “In one UT, there should not be two different rules. If the services of teachers in Leh district are continued, the same should apply to Kargil as well. Different districts should not operate under separate regulations.”
The CEC highlighted that the Secretary of Education has issued an order directing both districts to re-advertise the posts. While Kargil has already complied with the directive, the CEC noted that they are awaiting action from the Leh district. “Whatever steps we are taking are in line with the Samagra norms,” he added.

Arabic in Schools: Balancing Opportunities and Challenges
On the subject of introducing Arabic as a subject in schools, Dr. Akhone revealed that the matter has been taken up with the UT Administration. He expressed hope that the administration would take a positive stance, considering the language’s job prospects and cultural significance.
However, the CEC also cautioned against overburdening school children with the imposition of multiple languages. “While the inclusion of Arabic is important, we must also consider the potential burden it may place on students,” he said.
