Kargil, May 04: Member, National Commission for Minorities, Govt. of India, Rinchen Lhamo on Wednesday visited Sub Division Sankoo to discuss the implementation of the Prime Minister’s new 15-point program, Centrally Sponsored Schemes (CSS) and issues faced by the minority communities.

During the occasion, Ashraf Ali, Member of Moulana Azad Education Foundation, Ministry of Minority Affairs, Councilor of the Constituency, SDM Sankoo, Chairman Anjuman e Sahib e Zaman, Chairman Maktab e Imam Raza, Sankoo, Chairman Inquilab e Mehdi, Tai Suru, President Ahle Sunaat Al Jamaat, Panikhar, Taisuru, President Buddhist Association, Rangdum besides other officers were present.

Earlier, the Councilor thanked Prime Minister of India, Narendra Modi for choosing Rinchen Lhamo as a member of the National Commission for Minorities from Ladakh.

Various delegations raised several issues such as making the existing College Sankoo as a full-fledged College, upgradation of Girls High School to Girls Higher Secondary School, Kendra Vidyala at Panikhar and Sankoo, Minority Hostel at Sankoo, Restoration of Panikhar Tourist Banglow, Jio Tower at Panikhar, functional of Hospital Juldoo, Lady Nurse at Juldoo, Rangdum and Sarai for Rangdum villagers and implementation of minority schemes such as Nai Manzil Scheme, Sekho or Kamao, Nai Roshni, reservation for the Ladakhi student in various institutions of India on the basis of Schedule Tribe.

Meanwhile, Zonal Education Officer Sankoo informed about the status of scholarships and the education of minority communities. She directed the ZEO for a detailed report to her office for the upgradation of Girls High School to Girls Higher Secondary.

The Member NCM gave a patient hearing to the grievances and directed various heads of many departments for the early redressal of the same. 

She also directed the SDM, Sankoo to prepare a Detailed Project Report (DPR) for Minority Hostel, Sarai at Tai Suru for Rangdum villagers and sorted various minor issues.

She also assured that the Ministry will make efforts for the formulation of overall policy, planning and assured to redress all the issues with concerned departments on priority.

At the outset, Lhamo said the government is implementing a 15-point program formulated by the Union Government aimed to implement the schemes being formulated for the welfare of minorities living in India.

The NCM primarily works for the welfare of six minorities including Muslims, Christians, Sikhs, Jains, Buddhists and Parsis. The commission runs several programs to provide financial assistance to students belonging to minority communities.

She also informed about various schemes such as Padho Pardesh Educational Loans for overseas studies for the students belonging to Minority Communities and said that the ministry is introducing new schemes for the welfare of minority students.

Later, the member NCM thanked all the religious organizations for their participation and directed the SDM to submit action taken report.

Later in the day, the Member NCM chaired a review meeting of district officers at Conference Hall, Baroo to discuss the implementation of Centrally Sponsored Schemes (CSS) and Prime Minister’s New 15-point program.

ADC Kargil, ACR, District Treasury Officer, SE, PHE, I&FC, SE PWD, Program Officer, ICDS, Chief Agriculture Officer, District Panchayat Officer Kargil, GM DIC, Assistant Labour Commissioner, Deputy CMO, District Sheep Husbandry Officer, AD Tourism, AD Fisheries, Divisional Forest Officer, Xen REW, PHE beside other district officers attended the meeting.

During the meeting, she apprised about the grievances and memorandum of the villagers which she collected during her maiden visit to Chiktan, Drass and Sankoo Sub Divisions.

The concerned heads of the departments informed about the implementation of schemes under minority affairs and briefed about works and welfare schemes for minorities executed in Kargil such as minority scholarship, minority schemes, women empowerment schemes, skill development and also apprised certain issues related to the schemes.

She said all CSSs should be implemented in Ladakh such as Sekho Aur Kamao to make educated youth financially independent and make them job providers rather than job seekers.

The Member NCM also stressed on Tourism Department to restore the old monuments and asked to preserve heritage. She directed to install the signage at various tourist spots and stressed on winter tourism and timely advertisement of every event.

Lhamo also reviewed the status of JJM in Kargil district and directed to speed up works in Drass, Shakar Chiktan, Sankoo and Wakha to achieve the targets. She also advised to handhold the PRIs to adapt the Centrally Sponsored Schemes.

The Member NCM also directed the concerned department to install mobile towers at Henasku, Panikhar and other uncovered villages which have network issues.

She was also informed about the skills development schemes, Pre-Matric and Post Matric scholarship schemes.

Lhamo said that since Ladakh is a full minority UT, therefore all minority-related welfare schemes should be implemented and the purpose of the visit is to assess the ground situation.

She hoped that the District Administration will implement these schemes and assured that the Ministry will make all the effort for the formulation of overall policy and planning.
