Union Territory of Ladakh Enforces New Domicile Certificate Framework

Kargil, June 3: In a significant move to streamline local recruitment and ensure rightful representation in government employment, the Ministry of Home Affairs has notified the Ladakh Civil Services Decentralization and Recruitment Grant of Domicile Certificate (Procedure) Rules, 2025, through an official Gazette dated June 3, 2025.

These rules provide a comprehensive procedure for issuing Domicile Certificates to residents of the Union Territory of Ladakh. The certificate is mandatory for appointments to government posts under the UT Ladakh Administration.

Under the new framework, the Tehsildar has been designated as the Competent Authority for issuing domicile certificates. The eligibility extends to various categories of individuals including:
1: Holders of the Ladakh Resident Certificate (LRC) and their children.
2: Children of such residents of the Union Territory of Ladakh as resided outside the Union Territory in connection with employment of business or other professional vocational reasons.
3: Persons who have resided in Ladakh for 15 years or more from the date of formation of the Union territory of Ladakh, that is, the 31st day of October, 2019. Children of a person who has resided for a period of fifteen years in the Union Territory of Ladakh.
4: A person who has studied for a period of seven years and appeared in class 10th or 12th examination in an educational institution located in the Union territory of Ladakh.
5: Children of Central Government officers, Officials of Public Sector Undertakings, Autonomous Body of Central Government, Public sector Banks, Officials of Central Universities and recognized Research Institution of Central Government who shall have served the Union territory of Ladakh for a total period of ten years.

The application process can be carried out physically or electronically, and necessary documents such as ration cards, utility bills, school records, or service certificates must be submitted. Appeals in case of rejection will be handled by the Deputy Commissioner or other designated authorities.

The rules also allow for the electronic issuance of certificates, ensuring efficiency and accessibility.
