Solar Rooftop City Accelerator Program Launched in Leh, UT Ladakh to Accelerate Rooftop Solar Adoption 

Leh, 15 May 2026/ VOL News Desk/ The Solar Rooftop City Accelerator Program (CAP) was officially launched in Leh, Union Territory of Ladakh, today at the NIELIT Conference Room, Leh. The launch marks an important step toward accelerating rooftop solar adoption in Leh under the PM Surya Ghar: Muft Bijli Yojana (PMSG: MBY).

The event was hosted by Shakti Sustainable Energy Foundation in coordination with Ernst & Young LLP and witnessed participation from officials of the Ministry of New and Renewable Energy (MNRE), Energy Secretary, UT Ladakh, Ladakh Power Development Department (LPDD), Vendors and other key stakeholders.

The City Accelerator Program aims to support rooftop solar implementation across 100 cities in India through technical assistance, institutional capacity building, citizen awareness, and innovative business models. The program builds on learnings from 50 leading cities and seeks to create scalable and replicable models for urban rooftop solar deployment.

Speaking at the launch, Shri P. T. Rudra Goud, IAS, Secretary, Power Development Department, UT Ladakh, highlighted the importance of the program for Leh and urged stakeholders to work toward achieving an ambitious target of 2,000 rooftop solar installations per month. He further emphasized the need to reach 10,000 installations in Leh through the Utility-Led Aggregation (ULA) model.

Under the ULA approach, local vendors may coordinate with the selected implementation vendor and work in parallel with the regular PMSG: MBY program to ensure faster and wider adoption of rooftop solar systems. Ward-level targets are also expected to be prepared to strengthen implementation at the local level. The Secretary also suggested that the best-performing Solar Ambassadors may be recognized for their contribution to public awareness and solar adoption.

For Ladakh, the City Accelerator Program presents a significant opportunity to promote a UT-supported and institution-led approach to rooftop solar deployment, suited to the region’s unique climatic and geographic conditions. 

The program is expected to strengthen the readiness of LPDD and urban local bodies, while empowering citizens through focused awareness campaigns and improved access to rooftop solar solutions.

The launch of CAP in Leh is expected to give a major boost to clean energy adoption in the region and support Ladakh’s broader vision of sustainable and renewable energy-led development.
