DLSA Kargil Trains Para Legal Volunteers
Kargil, May 25, 2025 – District Legal Services Authority, Kargil organized three days Orientation – Induction – Refresher and Community Mediation Training to the Adhikar Mitra (Para Legal Volunteers) of district Kargil from 22nd to 24th of May, 2025 at Conference Hall Baroo, Kargil.
The inaugural cum orientation session was attended by Ms. Spalzes Angmo Chairman, DLSA Kargil, Mr. Wangial Tsering CJM Kargil, Mr. Chemit Yurgyal Secretary DLSA Kargil, Ms. Deldan Angmo Chairman TLSC Sankoo, Advocate Zarina Banoo Deputy Chief Legal Aid Defense Counsel, Advocate Nissar Hussain Assistant Legal Aid Defense Counsel, Advocate Ghulam Murtaza Panel Lawyer, Advocate Kacho Manzoor Panel Lawyer and all the Adhikar Mitra’s (PLV’s) of District Kargil.
Mr. Chemit Yurgyal Secretary DLSA Kargil delivered the welcome address and spoke on the importance of this training programme as per the module provided by the National Legal Services Authority, and briefed the guest and the participants about the topics that were covered in these three days training programme.

Ms. Deldan Angmo Chairman TLSC Sankoo laid importance on the purpose and role of Adhikar Mitra (Para Legal Volunteers). Mr. Wangial Tsering CJM Kargil discussed the fundamental rights and duties at length.
Ms. Spalzes Angmo Chairman, DLSA Kargil, address the gathering and emphasized on the obligations of the state under the constitution to the marginalized classes of society as per the directive principles of state policy.
Chairman DLSA Kargil stressed on the role of PLV’s in delivering justice to marginalized section of the society and to have equal access to justice as per the various schemes included in the Legal Services Authority Act, 1987.
The technical session for the first day begins with Mr. Chemit Yurgyal Secretary, DLSA Kargil as resource person in which the participants were given training on basic listening, communication, observation skills and drafting skills. The next training sessions was on women related laws emphasizing on Protection of Women from Domestic Violence Act,2005 and maintenance under section 144 of the BNSS.
The day two session began with Discussion on different Social Welfare Schemes in which Ms. Samina Khatoon (JKAS) and Dr. Niyaz Ali Chairperson CWC Kargil were resource persons. The next session was conducted by Dr. Jalil Wani Block Medical Officer Kargil highlighting on the welfare schemes under Heath and Family welfare department.
Post lunch session was conducted by Ms Deldan Angmo Principle Magistrate, Juvenile Justice Boad Kargil, in which child related laws juvenile justice (Care and Protection of Children) Act,2000 and Protection of Children from Sexual Offences Act, 2012.
The final day session started with through discussion on Welfare Schemes under Rural Development Department with Mr. Tsering Wangchuk Block Development Officer as resource person and followed by training on Community Mediation by trained mediators Advocate Kacho Manzoor Ali Khan and Ghulam Murtaza.
Two Adhikar Mitra (PLV’s) gave presentation on the three days training programme, encapsulating and highlighting the important aspects of the training. The three days training programme concluded with the address of Chairman, DLSA, to the gathering and felicitation ceremony in which the resource persons were felicitated and participation certificates to the Adhikar Mitras (PLV’s) were also distributed.
