Covid Curfew Extends in Kargil
Kargil, May 15, 2021: Chairman District Disaster Management Authority, District Magistrate Kargil, Santosh Sukhadeve in a fresh order has extended the Covid restrictions in District Kargil till 24 May, 2021.
The fresh Order N0. 17 DMK of 2021 Dated 15.05.2021 read as “in exercise of the powers conferred under Section 34 of the National Disaster Management Act, 2005 and read with section 144 of CrPC, I, Santosh Sukhadeve, IAS, in my capacily as the Chairperson of the Distict Disaster Management Authority, Kargil hereby order extension of Corona curfew across the entire jurisdiction of Kargil District w.e.f 7:00 AM on 17/05/2021 to 7:00 AM on
24/05/2021.
Whereas, vide Order No: 16 DMK of 2021 dated 10/05/2021, corona curfew was imposed in the District with effect from 11/05/2021 9PM to 17/05/2021 7AM.
“A detailed review of the current COVID situation in District Kargil was conducted by the District Disaster Management Authority, Kargil with respect to the current positivity rate, hospital bed occupancy and total active cases… In light of the above, the District Disaster Management Authority is of the considered view that stringent containment measures are required to be taken at a macro level in order to restrict the movement and inter mingling of people, thereby limiting the chain of transmission”, read the order.
As per the new order, activities and movements shall be permissible as per guidelines detailed below:
“The activities allowed vide Order No: 16 DMK of 2021 dated 10/05/2021 shall remain permitted.
“Keeping in mind the short working season in the district, developmental activities/ construction work and mining activities shall be allowed w.e.f 16/05/2021. The Executing agencies/Contractor concened shall ensure that there is minimal movement of labour/ workers and ensure on site facilities for construction workers. Further, Contractors shall be allowed to move for on site inspection on production of work allotment order duly certified by concermed Executive Engineer to be cross checked with contractor’s license/lD Card.
“Movement of vehicles carrying construction workers/material shall be allowed. They shall carry the valid Work/Allotment order issued by concerned Executive Engineer.
“Agnicultural activities including establishments dealing with agricultural inputs, implements and tools.
“Unhindered movement of persons dealing with Operation and maintenance of telecom towers and other telecom infrastructure (on production of valid ID card).
“eCommerce and Home Delivery of essential goods and services will be allowed.
“Movement of people for Routine vaccination drive to all designated sites. People coming for vaccination should show the registration/token ID generated from Cowin portal.
“Officers and officials of UT Government, Government of India, PSUs, Autonomous bodies, Universities, All India Radio, Doordarshan and other such offices on production of ID Cards/Official orders.
“All social/religious/political/cultural/sports gatherings shall remain prohibited.
“Transportation of essential commodities/ perishable items including from outside the district and its supply within the district shall be allowed on production of relevant proof between 4:00AM to 7:00AM, in town/market areas. No separate permission shall be required for the same.
“Movement of shopkeepers and establishment owners shall be permitted on production of shop registration certificate issued by competent authority between 7:00AM to 8:00AM & 4;00PM to 5:00PM as per shop opening Annexure attached herewith.
“For facilitating general public, District Administration Kargil has started online pass system. One can apply for the same on Kargil.gov.in.
“The Sr. Superintendent of Police, Kargil and Chief Executive Officer, DDMA (Addl. District Magistrate, Kargil), ARTO/Traffic Police, Sub Divisional Magistrates, Executive Magistrates 1st class, Duty Magistrate COVID SOPs enforcement Squads shall ensure implementation of the above directive in letter and spirit.
“Any violations of these orders shall invite action under Section 188 of IPC, Disaster Management Act, 2005 and Epidemic Disease Act 1897.
