CEC Leh Tashi Gyalson Reviews Progress of Project Tsangda

Leh, April 9: Hon’ble Chairman/Chief Executive Councillor, LAHDC Leh, Adv. Tashi Gyalson chaired a review meeting today at the Council Secretariat to assess the progress and performance of Project Tsangda, LAHDC Leh’s flagship initiative on solid waste management.

During the meeting,DPO Junaid Amin Bhat briefed on the current status of the project, highlighting key developments, funding gaps, and ongoing challenges in areas such as waste segregation, disposal, and infrastructure upgradation. It was noted that nearly half of the waste collected at Solid Resource Management Centres (SRMCs) consists of low-value or non-recyclable materials that have no resale value and are ultimately sent for dumping.

One of the major concerns raised was the lack of a dedicated funding source for the operation and maintenance of SRMCs. The need for a centralised and efficient waste disposal mechanism was stressed.

The meeting discussed streamlining operations across all Tsangda centres by establishing a unified system, including a centralised waste deposit facility and stronger financial monitoring. A proposal to establish a dedicated Society for Project Tsangda, Leh was also deliberated, with the aim of improving oversight and enabling partnerships through CSR support.

The importance of capacity building, including training for SRMC supervisors and formal recognition of the project team’s efforts, was also underlined.

H’CEC Tashi Gyalson directed the concerned officials to submit detailed requirements to the Chief Planning Officer and called for a follow-up meeting next week to finalise actionable steps and institutional mechanisms to strengthen the project.

The meeting was attended by the Chief Planning Officer, SDM Kharu, BDOs of Chuchot, Kharu, and Rong, along with SRMC supervisors. 

The meeting was attended virtually by SDMs of Durbuk, Nubra, and Khaltsi; BDOs from Leh, Nimo, Saspol, Khaltsi, Skurbuchan, Singay Lalok, Thiksay, Rupsho Puga, Nyoma, Durbuk, Diskit, Turtuk, and Panamik also participated in the deliberations.
