Councillor Nyoma-led delegation, unemployed physical education youth call on LG Ladakh
Leh, February 28, 2025: A delegation from Nyoma led by Councillor, Nyoma constituency, Ishey Spalzang, called on the Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), at the Lieutenant Governor’s Secretariat. Principal Secretary, Sanjiv Khirwar, IAS; Commissioner/Secretary to the HLG, Dr L Franklin, IAS; PCCF, Brij Mohan Sharma, IFoS; Chief of Staff, GOC 14 Corps, Maj Gen DK Singh; Deputy Commissioner, Leh, Santosh Sukhadeve, IAS; Director, Health Services, Dr Thinles and Assistant Director, Tourism, Leh, Padma Angmo, JKAS, were present in the meeting.
Ishey Spalzang-led delegation raised several issues, viz. denotification of the new field firing range at Nyoma; upgradation of Nyoma block to a full-fledged sub-division; open Changthang-Kailash Mansarovar pilgrimage route; open border trade between India and China; provide Amchi Clinic at Hanley village and provide medical specialists for Nyoma; enrolment of locals as porters by Army and GREF; promotion of tourism activities in Demchok, Koyul and Dungti villages, etc.
Highlighting Army’s role in the nation’s security and the contribution of civilians to safeguard the nation, the HLG stated that the Army needs to stay strong. He asked DC Leh to hold a meeting with the villagers of Nyoma and find a viable solution so that both the Army and civilians do not face any inconvenience.

The HLG, barring their demand for opening of Changthang-Kailash Mansarovar pilgrimage route and border trade between India and China, which is subject to discussion at the Centre’s level, assured to look into their demands and take appropriate steps in this regard. The HLG also reiterated the UT Administration’s commitment to developing Changthang as a ‘Pashmina Hub’ to benefit the villagers from Changthang area.
In another meeting, a delegation comprising unemployed physical education youth led by Ali Akbar Khan called on the Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), at the LG Secretariat. Principal Secretary, Sanjiv Khirwar, IAS; Commissioner/Secretary to the HLG, Dr L Franklin, IAS and OSD to Secretary, YSS, Dr Thakchos were present in the meeting.
The delegates informed the HLG that there are several unemployed physical education youth who have completed their studies/degrees and are awaiting recruitment to take place. They alleged that recruitment in Youth Services and Sports Department has not taken place in the past eight years. They requested the HLG’s intervention in filling up vacant posts in Youth Services and Sports at the earliest and include engagement of physical education teachers on outsourcing/contractual basis under Samagra Shiksha scheme.
OSD to Secretary Sports, Dr Thakchos apprised the HLG of the issues faced by the Department in carrying out the recruitment process, including the filling up of vacant posts of physical education teachers by Rehbar-e-Khel (ReK) employees who would become regular staff after completing seven years as ReK employees. He also informed the HLG about the vacant posts of Physical Education lecturers.
The HLG, after hearing both parties, asked YSS Department to carry out a detailed exercise to check vacant posts of physical education teachers and advertise these posts as soon as possible to employ local unemployed physical education teacher aspirants.
