CEC Kargil reviews progress under CAPEX Budget 2024-25
Kargil, Nov 27, 2024: Chairman/CEC, LAHDC, Kargil, Dr. Mohd Jaffer Akhoon today chaired a meeting to review the physical and financial achievements under District CAPEX Budget 2024-25 at Conference Hall, Kargil. During the meeting, discussions focused on challenges and corrective actions to ensure effective implementation.
Executive Councilor, Er. Punchok Tashi; Executive Councilor, Kacho Mohammad Feroz; Executive Councilor, Zakir Hussain; Deputy Commissioner/CEO, LAHDC, Kargil, Shrikant Balasaheb Suse; Councilors from respective constituencies, district officers from all the departments and other officials were present during the meeting.

CPO Kargil, Abdul Hadi gave comprehensive details on the physical and financial progress achieved under the CAPEX Budget by various departments till date.
The meeting was apprised that the UT Administration has approved an outlay of approximately Rs 34,400.00 lakhs under CAPEX Budget for FY 2024-25. The expenditure of Rs 14,616.06 lakhs has been achieved till date, with anticipated expenditure of Rs. 29,008.04 lakhs.
The CPO further informed that in the Engineering Sector, out of Rs 17,133.86 lakhs till date 9,528.73 lakhs expenditure has been achieved. While in the non-engineering sector, out of 17,266.14, around 5,087.33 lakhs expenditure has been achieved till date.
During his address at the meeting, the CEC emphasized all departments and executing agencies to intensify efforts to incur maximum expenditure at the earliest. He stressed the importance of working with dedication and honesty to serve people and contribute to their welfare.
In the meeting, Dr Akhoon inquired about the progress of works on both ongoing and new projects in the Engineering and Non-Engineering sectors. The status of works, projects, and any associated issues were thoroughly reviewed and discussed department-wise.
The meeting included a comprehensive review of the status of various departments such as PWDR&B, I&FC, Health, PHE, RD&PRD Kargil, Education, KDA, Mechanical Engineering, Agriculture, PDD, among others.
In addition to the review of the status of works, the meeting also addressed various departmental issues. Concerned officials provided suggestions and engaged in discussions to address these issues.
The CEC stressed all the Sectoral Officers to pace up the execution of works and emphasized to maximise the expenditure of funds.
Emphasizing the importance of timely commencement of developmental projects and minimizing unnecessary delays, he directed the Sectoral Officers to expedite the tendering process for all ongoing works. He specifically instructed the concerned officers not to compromise on the quality of the work.
During the meeting, Councillors highlighted different developmental issues pertaining to their respective constituencies while several unanimous decisions were taken.
Meanwhile, during the meeting, Councilors from their respective constituencies highlighted the shortage of doctors and teachers to which the CEC assured that necessary steps would be taken to address the issues.
During the meeting, it was proposed for the drafting of transfer policy for health, education and other departments to ensure equitable staffing. The meeting emphasized making projects and schemes more people-friendly. Councillors also demanded for continuation of remedial classes to improve learning outcomes.
During the meeting, it was decided to urgently procure two drinking water tankers to address the drinking water shortage in Kargil town.
CEC Kargil directed the concerned officers to work on the directions passed during the meeting.
The meeting unanimously passed a resolution regarding any curtailment in the CAPEX Budget to ensure uninterrupted developmental progress.
The CEC expressed gratitude to Executive Councillors, Councillors and the district officers for their continued efforts towards the development of the district. He urged them to work in tandem and close coordination to ensure creation of tangible public assets on ground.
