Apex Leh and KDA Submits Detailed Draft to the MHA
Vol Desk, Jan 22: In a joint press release issued by Apex Leh and the Kargil Democratic Alliance (KDA), it was highlighted that following a meeting with the Ministry of Home Affairs, chaired by Shri Nityannad Rai on December 4, 2023, the MHA directed Apex Leh and Kargil Democratic Alliance to formulate a draft of their demands to advance the ongoing discussions.
The Apex Leh and Kargil Democratic Alliance formally presented a comprehensive sixteen-page draft on January 16, 2024, to the Ministry of Home Affairs.
Within the draft, Apex Leh and KDA Kargil underscored a four-point agenda. Firstly, they advocated for Statehood for Ladakh based on historical, strategic, and environmental significance, drawing parallels with the Northeastern States. They emphasized that granting Ladakh the status of a State would not only amplify political representation but also empower locals, fostering a sense of belonging and participation in nation-building.

Secondly, the draft proposed bringing Ladakh under the Sixth Schedule, considering its tribal majority and fragile environment. This measure would ensure special protection for land rights of Schedule Tribes and enable the formulation of laws tailored to the unique requirements of the region.
Thirdly, Apex Leh and KDA called for the establishment of a Public Service Commission for Ladakh. While the Reorganization Act of Jammu and Kashmir allows for a Public Service Commission for the UT of J&K, the same provision was not extended to Ladakh. The press release pointed out that this omission limits opportunities for gazetted posts, necessitating the formation of a PSC for Ladakh to address both gazetted and non-gazetted job requirements.
Lastly, the draft advocated for an increase in the number of seats for Members of Parliament and the Rajya Sabha. A specific call was made to augment the current number of seats for Members of Parliament by two, and when the assembly is established for Ladakh, provision should be made for seats in the Rajya Sabha.
The press release affirmed that along with the draft, a template Act for the State of Ladakh incorporating the Sixth Schedule, proposed amendments to the Constitution, and to the J&K Reorganization Act, along with other demands, were submitted to the Ministry of Home Affairs.
In the press release the Apex Leh and KDA expressed that they are optimistic for the next round of talks and an early fulfillment of the genuine demands of the people.
