Leh, July 25: In a significant step towards addressing drug abuse and promoting a drug-free Ladakh, Advisor Dr. Pawan Kotwal chaired the 3rd State Level Meeting of Narco Coordination Center (NCORD). The meeting focused on the establishment of Drug De-Addiction Centres in Leh and Kargil, the progress on the Forensic Laboratory, and strategies to create a drug-free environment in the region.

During the meeting, DIG Ladakh, Sheikh Junaid, presented updates on the progress made in establishing Drug De-Addiction Centres in Leh and Kargil and the ongoing efforts towards setting up a Forensic Laboratory. It was emphasised that these centres should not be ordinary spaces but equipped to cater to the specific needs of different categories of patients. Discussions were held pertaining to the purchase of equipments for the Forensic Laboratory through the National Forensic Sciences University (NFSU).

In a determined approach, Advisor Dr. Kotwal set a target of 3 months to establish the Drug De-Addiction Centres, urging the concerned department to prioritise and expedite the process. Additionally, deliberations were held on comprehensive strategies to address drug use and supply in Ladakh. Advisor Dr. Kotwal emphasized the necessity of all required equipment and manpower to tackle the issue effectively. He urged the development of a dog squad and implement strict patrolling at entry points to put a halt to the availability of drugs in Ladakh.

The committee on the occasion approved the purchase of equipment worth 10 crores for the Drug De-Addiction Centres, ensuring that they are well equipped to provide effective rehabilitation services.

Advisor Dr. Kotwal highlighted the paramount importance of creating a drug-free environment in Ladakh and emphasised the potential consequences of drug and substance abuse. “Our aim is to provide the necessary facilities to help de-addict existing patients and work relentlessly to eliminate drug use and availability in Ladakh,” he stated.

Furthermore, Advisor Dr. Kotwal stressed the importance of conducting training sessions for officers of various ranks to raise awareness about narcotic laws and ensure better enforcement.

With a focus on prevention of drug abuse in schools, the establishment of Youth Against Tobacco (YATO) Clubs in government schools (Primary onwards) was highlighted. Led by Physical Education teachers, these clubs act as vigilant groups to monitor their peers and promptly report any suspicious activities related to drug use. The Advisor appreciated this initiative and directed the establishment of similar clubs in private schools as well.

Regarding the issue of illegal sale of liquor in Ladakh, Advisor Ladakh urged the Excise Department, in collaboration with Ladakh Police, to conduct regular inspections to curb illegal sales. He emphasised the importance of installing CCTV cameras at all liquor shops to prevent sales to underage individuals and emphasised the need for strict enforcement of the law.

Commissioner Secretary Padma Angmo, Commissioner Secretary Kacho Mehbood Khan, Administrative Secretary Ravinder Kumar, Administrative Secretary Amit Sharma, Deputy Commissioner Leh, Santosh Sukhadeve, SSP Leh PD Nitya and other officers of the UT Administration attended the meeting.
