On Ladakh scholars’ demand, UoL delay Assistant Registrar recruitment examination
VoL Desk, Dec. 14: After a request from students, research scholars, and public representatives from across Ladakh, the University of Ladakh (UoL) “deferred” the examination for the Assistant Registrar post at the university, announced the UoL on tweeter.
“On the direction of the competent authority the Assistant Registrar Examination scheduled to be held on 17th and 18th of December, 2022 is hereby deferred till final decision is made in this regard”, read a tweet from the University handle.
The decision was taken after a request from Ladakh Research Scholars’ Forum to reserve gazetted posts at the University of Ladakh for locals and had appealed to withhold the examination for Assistant Registrar recruitment until a proper policy for recruitment is formalised.

The CEC, LAHDC Kargil, Feroz Khan welcomed the decision of the University authorities. “We are thankful to Hon @lg_ladakh for immediate action in this regard. We hope that LRC shall be made a mandatory requirement for the said post on the lines of the University of Jammu”, read the tweet.
On Dec. 13, the LAHDC Kargil tweeted a letter of the CEC dated December 10. written to the Lieutenant Governor, Ladakh Radha Krishna Mathur had requested “reservation of non-teaching non-gazetted posts as well as Assistant Registrar post in the University of Ladakh” for locals as discussed in the University Council meeting.
The CEC letter maintained, “That, I have put before the house during the 2nd University Council Meeting held on the 15.01.2022 and is also recorded in the minutes of the meeting under point no V (19) that the University of Jammu has already notified that the post of Assistant Registrar in their university shall be reserved for Domiciles of J&K and I had recommended that the University of Ladakh should also reserve the posts of Assistant Registrar for residents of Ladakh.
“That, your hon’ble-self had also directed to re-examine the said recruitment process with due adherence to the rules of UT Ladakh. It is to be noted here that as per Ladakh Resident Certificate Order vide order no: 12-LA (LD) of 20221 dated: 04-09-2021, the LRC shall be applicable for all non-gazetted posts in UT Ladakh.
“That, as recorded in the same minutes of meeting under point number IV (9) regarding advertisement of non-teaching, non-gazetted sanctioned posts, the University Council had resolved that all such posts shall be reserved for residents of Ladakh and the same shall be incorporated in the University Statues.
“In view of the above-mentioned facts, I would like to request your hon’ble self to kindly pass necessary directions for withholding the said examinations and to make the LRC necessary requirement for the same at an earliest.
On Dec. 14, the President Jamiat Ulema Isna Ashriya Kargil also wrote a letter to LG Mathur regarding various issues of the University of Ladakh which maintained that a meeting held on 13 Jan 2022 under the chairmanship of the LG himself has been decided to withhold the Assistant Registrar post until there will be a clear policy for their appointment. During the said meeting CEC LAHDC Kargil and vice chancellor Kashmir University was also present and proposed that during the recruitment of such posts reservation policy of Ladakh should be followed, the letter maintained.
“Recently, MHA. Govt. of India has allocated power to UT Administration to make Recruitment Rules for Gazetted Officer as well. All the post of University especially AR and Above in administration is equivalent to Gazetted Officer. To keep up the aspiration of young, talented, educated youth of Ladakh, the said examination be withhold till University of Ladakh comes up with clear RR policy to recruit the domicile of Ladakh.
“That the University of Ladakh was earlier established equally in Leh and Kargil. However, at the present juncture, Kargil administrative office at Kurbathang is completely defunct without any officer to address the issues or grievances of the students. Moreover, the higher-ups of the university including VC, Registrar, Deans of all the important administrative wings are based in leh more than 250 kms away from the Kargil campus.
“Recently your good self has chaired the NEP conclave in Leh Campus. Under NEP there is provision of Multi-disciplinary Educational and Research University (MERU) at par with IIT and IIMS to be established in every district. In order to fulfill the aspiration of thousands of students, we demand MERU should be established in Kargil at the earliest”, demanded the organisation.
