Supriya Pandita, an advocate from Jammu and Kashmir, approached the Supreme Court on Wednesday seeking the establishment of a bar council in Jammu and Kashmir and Ladakh.

She said that the legal fraternity in Jammu and Kashmir and Ladakh has no government-established body where they can enrol themselves as compared to the other states of India.

The plea stated that despite the government’s decision to revoke Article 370, hence removing special laws in Jammu and Kashmir and Ladakh, no bar council has been set up in either region.

The legal fraternity in the two regions at present have membership in the Jammu and Kashmir High Court bar association which is responsible for dealing with the grievances of the lawyers. The petition said that due to the ‘darbar move’ system which shifts the government offices of Jammu and Kashmir from one capital city to another every six months, the lawyers face various difficulties in practising in Jammu and Kashmir and Ladakh.

It also said that the advocates of the two regions are deprived from applying for proximity cards to appear before the Supreme Court and asked the court to issue the cards to those who wish to avail them.
