IKMT letter to LG demands revoke Compulsory Service Bond for Medical Students
KARGIL, FEBRUARY 14, 2022: The Imam Khomeini Memorial Trust (IKMT), Kargil in a letter to the Lieutenant Governor, Union Territory, Ladakh Monday has demanded to revoke the Compulsory Service Bond for MBBS and BDS students. The letter also expressed resentment over not taking the LAHDC on board in such major decisions.
“The Administrative Department of Health and Medical Education, UT Ladakh has issued a Notification on 23th August 2021, making the execution of Compulsory Service Bonds for all candidates of Ladakh
before taking up Graduation/ Degrees in Medical Science under Reservation Quota”, maintained the letter.
“This was followed by Notification issued by the Board of Professional Entrance Examination (BOPEE) on the same lines
on 16th December 2021.
“Under the said Notification, beside the imposition of five year compulsory Service Bond and the huge sum of fifty lakh and thirty lakh bond conditions, an unjustified ban has been evoked to bar the candidate from ensuing PG Courses etc.
“You are well aware that the majority of population in UT Ladakh happens to be marginal farmers and there is no industry or private job available to them. With this consideration the entire tribal population of
Ladakh was declared Scheduled Tribe (ST) in 1991. It is thus the average population is found to be financially backward and poor. Their children cannot afford such huge sum of money as PENALTY to Government.
“With the establishment of Union Territory the residents of Ladakh has expected ease of their sufferings and opening of new vistas of education and development, but this notification has proved otherwise as it deprive our youth from their constitutional rights, hence it needs to be reconsidered forthwith.
“It is now also revealed that the elected representative bodies of Hill Development Councils of Leh and Kargil were not consulted while making this drastic decision involving the entire population’s fate.
“In view of the facts explained above, it is requested to kindly intervene at your
earliest and revoke this Notification at your earliest so that the aspiring unemployed youth of UT Ladakh do not suffer any more and their career is not doomed.
