There are 19878 posts allocated to UT Ladakh and 2839 new posts have also been added. In all, there are around 22000 posts with UT Ladakh. Another 382 non gazetted and 104 gazetted posts are yet to be allocated for which we are in the process of correspondence.
If we look at the ratio of posts and population in comparison to other parts of the country, Ladakh has the highest number of government employees in proportion to its population. In every alternate house in Ladakh, there is a government employee.
Unless the apportionment of the current employees is made the new vacancies could not be traced. Now apportionment of 11189 employees from J&K Government has been made in the previous days. The apportionment of another 3369 employees is pending yet. As per the available data, the UT Administration has started to work on the vacancies.
Another major concern was the recruitment rule. This is to inform the public that recruitment rules for 36 departments have been finalized. Few minors have left that also will be completed soon.
All these are for subordinate services. For gazette posts, the rules will be finalized soon as it needs approval from the MHA.
Regarding the recruitment agencies, Sahu said that the LAHDC Act has provisions for district (recruitment) Boards. Jn the supervision of the Deputy Commissioner both the boards are functional and also conducting recruitments.
For UT Cadre posts the Selection Commission has granted approval and we have already conducted a few deliberations with them. The Staff Selection Commission is ready and we are referring the posts to them. Till 31 October (probably mistaken with December) we will refer them 1031 posts so that till next January to February the recruitment process could start. The formalities for this process have been completed.
For the District Cadre Posts directions have been given to both the Deputy Commissioners where there are around 800-900 posts.
Ladakh Police Subordinate Services Recruitment Board has also established where 213 posts have been notified and the process will begin soon.
In addition, there are J&K Bank posts for which the advertisement has been released and the process will start soon.
The recruitment process in Ladakh was not totally halted in Ladakh in the last two years. But 604 posts have been filled on a contractual basis. In addition, 613 posts have been appointed on a regular basis which was pending from earlier years.
Two-year relaxations in age have been provided to all aspirants in general for the recruitment process that is because of delay in the recruitment exercise.
In parallel, the promotion has been granted to eligible employees against the posts that are supposed to fill on a promotion basis.
The employees in Ladakh have started to get benefits like remote locality allowance, special duty allowance, transport allowance, children education allowance, and leave travel concession. The employees of Ladakh have an exemption in income tax also.
To encourage the employees, we have also started State Awards to the best performing employees in different fields.
In addition, the Commissioner Secretary also mentioned public grievances redressal facilities, employee’s capacity building programmes etc.
