Student representatives flay new recruitment rules for Ladakh
KARGIL, JUNE 10, 2021: After public representatives, student and youth leaders expressed that the new recruitment rules need more clarification to define the “residents of Ladakh”. On the other side, the students urged to bring necessary rules for recruitment against gazetted vacancies in Ladakh.
President All Kargil (Ladakh) Students’ Association Delhi, Saif Ali Khan while speaking to the VoL correspondent said, “the meaning of residence of Ladakh is vague that is giving birth to a number of confusions. It is mentioned that the residents of UT Ladakh ‘any person who satisfies the criteria of residence as may be prescribed for the purpose of employment under the administration of Union Territory of Ladakh under any Act’… But there is no rule, act, or notification to define the residents of Ladakh.
Secondly, “the probation period of two years after recruitment declared in this rule is also going to create problem to the young generation. This rule thwarts the growth and flexibility of the employees. It is further mentioned clearly that the probation period may extend at the discretion of the administration. The disqualification criteria are also strange that excludes all those who are not a resident of Ladakh, but on the other side, outsiders may be recruited on deputation. This again seems a matter of concern in this rule.

“The criteria for general counseling and Employment officer are extremely specified; it seems that this criterion is made for a specific individual with a degree in MBA or psychology with a specialization in guidance and counseling. This criterion has to be a little general for benefit of maximum youth”, said Saif.
Acting President All Ladakh Students Welfare Association Jammu Shazeya Nazir said, “They (UT Administration) already took too much time to bring this recruitment rule that suffered the student’s fraternity, as a result, many of our youth have gone over age for recruitment”. Secondly, she showed concern over the lack of definition of the residents of Ladakh. She urged the Home Ministry and Union Territory of Ladakh administration to give clarification on these points and make speedy progress on the recruitment process. Further, she urged to make Ladakhi students eligible for Jammu and Kashmir public service commission unless a separate public service commission is formed for Ladakh Union Territory.
Representative of Students’ Education Movement of Ladakh (SEMOK) Sadiq Ali commenced with a question over outsourcing in the recruitment process. When outsourcing in the recruitment process is going to halt? asked Sadiq. On the new recruitment rule, he said that this rule is not a matter to celebrate because the gazetted posts are still not secured for Ladakh. Unless a proper Recruitment Board in Ladakh is formed the struggle of student fraternity will continue. “We don’t welcome this rule because it is our right that we owe. Still, this rule is not complete and it is too vague in terms of its eligibility for recruitment that is not serving the interest of the Ladakhi youth.
