MP, CEC Leh called on MoS Home Affairs Kishan Reddy
Leh/ 18 Dec./ The Member Parliament Ladakh Jamyang Tsering Namgyal and Chairman/Chief Executive Councillor LAHDC, Leh Advocate Tashi Gyalson along with Co-Cashier BJP Ladakh Tonyot Tashi today called on MoS Home Affairs Shri G. Kishan Reddy at New Delhi, said a press note issued by the information department Leh.
The BJP delegation submitted a memorandum regarding various issues and demands of UT Ladakh including inviting of stakeholders and apex body of Ladakh to Delhi for final dialogue with Home Minster regarding constitutional safeguard for UT Ladakh as discussed earlier with Home Minister by the Apex Body.
MP JTN and CEC Gyalson apprised MoS G. Kishan Reddy that the administration of Union Territory of Ladakh is facing severe shortage of staff.

Moreover, they said that newly created Ladakh Police is in desperate need of staffs, because of which its effectiveness is compromised in all issues related to law and order, containment of crime and Coivd-19, internal security and traffic management.
They said that a large number of personnel belonging to Ladakh serving in Shastra Seema Bal (SSB) are posted all over India and requested for deputation of these SSB personnel belonging to Ladakh in the Ladakh Police.
The delegation also requested for creation of Ladakh Public Service Commission saying that the Administration of Union Territory of Ladakh is going through an acute shortage of manpower and requested for a separate Ladakh Public Service Commission to conduct timely recruitment/promotion of the relevant posts and services and need of a separate Ladakh Cadre for All India Services and Ladakh Union Territory Service.
MP JTN and CEC Gyalson also requested for formulation of recruitment rules for UT Ladakh both for Gazetted and Non-gazetted service saying that the administration of Union Territory of Ladakh has not come up with any new recruitment rules in the context with Ladakh after bifurcation and requested him to fast track the process, reserving all the post to the permanent resident of Ladakh through Constitutional Reservation for domicile of Ladakh. The memorandum added that in absence of such policies all the recruitment in UT Ladakh is filling up through outsourcing and on contractual basis, thus leaving many unemployed aspirants from Ladakh under anxiety over losing their age limit to seek job recruitment, UT Ladakh has already been section with 6471 jobs but remains unfilled.
The memorandum also demanded for creation of new Districts in Ladakh to reflect the disparities in geography, development and to boost administrative efficiency, equitable development of all the geographically distinct and far-flung region of the Ladakh.
CEC Gyalson and MP JTN also demanded amendments in Ladakh Autonomous Hill Development Council (LAHDC) Act in the context of new Union Territory and requested MoS G. Kishan Reddy to delegate more legislative, executive and financial powers to the existing Councils. Accordingly, re-enactment of the LAHDC Law by the Parliament may be done as for the constitutional relationship between the LAHDC of Ladakh and the Panchayati Raj Institutions, a system of mutual synchronization of LAHDC, Panchayati Raj, Municipal Council and Administration of UT may work out to ensure efficiency and smooth functioning of the institutions in the interest of the welfare of people at large, the memorandum reads.
MoS Home Shri G. Kishan Reddy gave patient hearing to all the demands and assured to fulfill all the genuine demands of UT Ladakh.
